The procedure is that the recommendations of the Planning
meeting of July 11th must first be moved and carried and then what was Item 10.1 on the agenda can be moved and voted upon.
10.1 was the motion for First Reading of the bylaw, change of OCP, change of
Neighborhood plan, acceptance of Comprehensive development as set out in the
Planners report. (Above). B.
When the agenda recommendation item came up, it was read and
moved by C. Steeves, seconded by C. Allan (for discussion only) and it was then
up for discussion. Councillor Inkster started off and went on for some time
asserting that he recognized that the associations represented 100’s of
citizens who did not want this to go forward now but rather wanted a lot more
