The procedure is that the recommendations of the Planning meeting of July 11th must first be moved and carried and then what was Item 10.1 on the agenda can be moved and voted upon. 10.1 was the motion for First Reading of the bylaw, change of OCP, change of Neighborhood plan, acceptance of Comprehensive development as set out in the Planners report. (Above). B. Poole chaired the meeting in the absence of Mayor Reid.

 

When the agenda recommendation item came up, it was read and moved by C. Steeves, seconded by C. Allan (for discussion only) and it was then up for discussion. Councillor Inkster started off and went on for some time asserting that he recognized that the associations represented 100’s of citizens who did not want this to go forward now but rather wanted a lot more information through proper public consultation. He first asked the Chair (Poole) to move to table the motion but when Poole explained the Chair did not make motions, Inkster moved it himself. It was seconded by Allan. Poole tried to talk the group into voting to defeat the tabling and then approve the original motion but eventually he called for a vote on tabling.

 

At the show of hands, Poole first reacted by saying to Mr. Brown: what do we do now as it is a tie. Brown questioned that count and a repeat show of hands was asked for. It was 4 to table, and 2 not to. Inkster, Allan, Shanks and Thirkell wanted it tabled. Steeves and Poole did not.

 

Mr. Phillips, representative of SilverBack was in the room and stayed until the actual item 10.1 came up when the Chair just passed it by stating it had been tabled. Phillips then left the room.
