Dear Mayor Reid and Councillors:
This is to inform you of the Tuwanek Ratepayers Association’s support for Sandy
Hook and East Porpoise Bay's July 19, 2006 delegation to Council regarding
first reading of the Silverback proposal.
We cannot emphasize enough the fact that this is potentially the largest
subdivision in British Columbia and consequently will require more public and
District scrutiny rather than less.
Potential problems have been identified and solutions are needed. That
will require the first-hand knowledge and co-operation of the communities that
will be most affected by this ambitious development.
In addition to the sheer scale of the development, questions remain about the
advisability of strata title governance and about future District
liability. Although the proposal is significantly larger in scale and
impact than the Terraces Comprehensive Development, which it seeks to replace,
the developer has, to date, engaged in little meaningful consultation with
adjacent residential communities.
We, therefore, fully support the two associations’ recommendations that first
reading of the Bylaw be tabled, or sent back to the Planning Committee, until a
comprehensive and effective public consultation about the latest Silverback
proposal has been undertaken by Porpoise Bay Developments.
